The manager quoted me over the phone for a set of new KELLY tires. It was pouring rain and he told me if I brought my car in right then, he would do the whole job for $300. When I took my car in I noticed yellow dots on the side walls. He told me they were "inspection" marks. They finished putting the tires on and it was still pouring rain. I gave him my credit card, (he wouldn't take a check) and he sent me on my way.
A couple of days later, I looked at my new tires and they weren't KELLY tires at all! They were Geruttis - some asian knock-off and about $15 a tire cheaper than the KELLY tire I thought I was getting! I got out my receipt and he had written me a receipt for 4 new KELLY tires! I got on the phone and internet to investigate.
I called him and he tried to tell me that Gerutti was made by (or was a subsidiary) of KELLY tires. I called the company and was told they never even heard of Gerutti. )I also found out that the "yellow dot" was not an inspection mark at all. It designates SUMMER tire.
After arguing with him, he said he would warranty the tires and I told him I didn't want them. He said he could order me the Kelly tires I already had bought from him once - but at an added price and it wouldn't be cheap. That is not acceptable to me.

They are put on at the factory to show where the heviest part of the new tire is.
They are used to match the heavy side of the tire and the lightest spot on the wheel (Yes wheels have a similar spot) This allows the assembler to match the spots together and have the smoothest running tire.wheel assembly possible.
It also allows great cash savings by using the fewest and smallest lead balancing weights possible.
While this may seem overly frugal, it saves millions in wheelweight purchases.

If your receipt says Kelly tires than the shop has made a mistake. If the shop does not honor the price and exchange the tires, then you need to contact the Bureau of Automotive Repair. Make sure you contact Express Tires Corporate so they are aware of the situation. Also, I suggest contacting your credit card company and see if they will reverse the charges.
The BAR has responsibility for licensing this shop and your receipt is your proof.
