On May 15 of this year (2010), I complete my Master's of Science degree from the University of Maryland University College.  My commencement date was May 15, but I was unable to make it down to the ceremony to walk across the stage and collect my degree.  I had paid my fee and had a successful review of my credits to tell me that I was entitled to my degree.  The school also said that it would mail my degree within two weeks of the commencement date.   In June or July, when I realized I had not seen my degree yet, I proceeded to check my student profile and realized I was on academic hold for failure to pay tuition for a Spring course that I had dropped, totaling over $4000.  I ended up having to appeal the fees and tried to request that I not be charged.  The school, instead, told me that I would only be responsible for 25% of the tuition because I had dropped the class on day #1.  I have never attended a school that had less than a 3-day drop policy for a 100% tuition refund, but my major complaint is with the fact that they will not send me the degree that I rightfully earned.  They even told me that had I come to the school and picked up my degree at any time during the month of May, that I would have been able to collect it, but I was unaware of that and was waiting for it to be mailed.  

I am also extremely disappointed by the drop and tuition policy.  As I said, having no flexibility beyond day 1 is practically unheard of - and by the way, the first day of class was right after Memorial weekend, when most people would forget to drop.  The school, I believe, also purposely encourages super-early enrollment for these types of situations (collecting money early, poor drop policies).

I explained to the school that I was an unemployed, disabled vet and would be unable to pay the tuition without my GI Bill covering it, which they will not for a dropped class.  I also tried to explain that I still want to pursue my MBA and told them that if they stood firm on this $1000, that I would not be able to do so.  I told  them that if they were able to have some flexibility that it would enable me to continue the second half of my program, my MBA.  In that case, the school would receive at least another $15K for me to complete that degree.  I also have over $30K left on my GI Bill and planned on spending as close to every nickel of it I can, in which case UMUC would be the recipient of most, if not all, of it, considering the fact that I  was also interested in certifications or potentially a doctorate program.

In order to resolve this, I first spoke to the office of student accounts, but the only answer I received was an unsatisfactory "that's our policy and there's nothing we can do about it."  I even asked to talk to a manger or supervisor and the first-line employee would not put me through to anyone else, saying there was "nobody that could do anything."  I feel I have been unfairly and wrongly treated by the school and no there is never "NOBODY that can do anything."  I also emailed the graduate Dean for my school, my old professor from my capstone course and have not yet heard back from the Dean.  There was nothing my professor could do, but refer me to to a person in the Dean's office. I also attempted to contact the VA, but they don't care about helping me get my degree or a job or keeping my home - they are only concerned if they paid any money.  I can't believe I can't get the VA to advocate for me to receive my degree either.  What happened to supporting vets??

I am hoping this is a situation can get resolved so that I can continue my education and get a good job.  It seems like it would be win-win for everyone involved.  It is certainly a good business decision for the school to earn more money and I need the degree I rightfully did earn - especially in this economy!

Greetings, 

I am so very sorry to hear about what happened to you. Know that you are NOT alone. My wife earned one degree, and two certificates from UMUC. Starting in Europe and ending in the United States. They did literally the exact same thing to her, and it took a very long period of time and MUCH complaining on her part to finally get her degrees. She didnt bother attending the ceremony in any case because she had such a miserable experience at the school that she had no desire to participate, but getting her actual piece of papers ...nearly impossible. They really gave her the run around. 

Currently, I am being harassed by the very same organization and I am active duty. It makes me so angry and offended how they make claims about being 'leaders in military education' when in reality they arent a leader they are a monopoly. Big difference. Anyway, have you considered contacting their legal department, or reporting them to any of the regulatory agencies such as the Middle States agency for accredidation, or the United States Department of Education? That is my next move if the harassment, and false derogatory credit information reporting continues.

Same thing happened to me

I'm not going to go into the big fiasco that I had to go through with UMUC but after one day a student should be able to cancel the class without paying. That's ridiculas. Of course the student is going to be told to pay the money. That's how the university gets it's dollar. The same thing happened to me. I tried to cancel and was told I couldn't. Tried to appeal and of course lost because by the time the information was received by the right people the class was over and there was nothing that they could do. This person deserves to have their degree without having to pay a dime. I'm so sorry this happened.

I've been in higher ed for over 20 years. Every college I've worked at has the same policy in regards to issuing a diploma, i.e., if you owe a balance you won't receive it until the balance is paid. Paying for a dropped course is your responsibility, as you seem to acknowledge. Whether the drop period is one day or three is irrelevant. It is the student's responsibility to know the drop/add policies. The GI Bill will not cover dropped classes, nor is it the VA's responsibility to advocate for you in this instance.

You can rightfully claim having the earned degree on any resume or job application. Although having the paper degree itself is better, no employer will ask to see it. They may, however, ask for your transcript, which also won't be released until the balance is paid.

You make an interesting observation about UMUC potentially earning more money from you as you continue your education. While it may seem (to us) like a good business decision to resolve this in your favor, that just isn't the way it works. Unfortunately, they will take the stance that if they do this for you they have to do it for everyone else.

It would seem that your only recourse is to suck it up and pay the 25%. Going to the media won't help. UMUC is a BIG school and they won't suffer from a little negative publicity.

I am truly sorry that you find yourself in this situation. As the wife of a disabled vet I am sensitive to your issues and applaud your perseverance in getting a Master's.Thank you for your service, and good luck!

A bit of advice for you on this situatoin

First of all, I am so sorry that this has happened to you.  I received my MS from UMUC in the Spring of 2009.  I received my BS from UMUC in 2006.  I went to that school because of a scheduling conflict with my job and for no other reason.  But, I was a great student and I made excellent grades and graduated with honors both times. 

I can tell you from personal experience that even though I paid for school through student loans, the financial aid office managed to screw up my loans almost every single semester.  The right hand never knew what the left hand was doing.  I too was going to pursue my MBA but didn't have the energy to deal with them for one second more! 

As a note for your situation in particular, I would give you this advice.  I would take this to the local press.  UMUC touts itself as being a military friendly school. For them to treat a disabled vet this way is an absolute disgrace.  They should be bending over backwards for you.  I would also contact the Maryland Legislature.  You know, they do get funding from them ;) 

And as I type this, there is a commercial for UMUC on television for the UMUC MBA.  What a crock!
