Filed dispute on 1/17/18. Sent in appropriate paperwork on 1/30/18. Fraudulent transactions were made on my card. They sent a new card but when it comes to the provisional credit as is written in their own cardholder agreement , they refuse to follow it. Calling customer service gets absolutely nothing done. They don’t even know their own agreements which I read cover to cover. They tell me it will take 90 days to get my own money back! This is complete bs and illegal. Regulation E of the FEDERAL banking code states that a provisional credit MUST be given within 10 business days if investigation is not complete by the 10th business day yet they fail to accomplish this. They are going to answer for their deficiencies in Federal Court

I originally made the claim verballly, and I submitted the paperwork within 10 BUSINESS days as is the requirement

You may want to re-read Regulation E again..
You stated...

So how did you file the dispute originally?
If it was verbally...
If you actually read Regulation E it states that YOU the consmer must send the appropriate documenation in writing within 10 days of filing the dispute, if you fail to do that NO provisional credit is required and they may legally be allowed to extend the investigation for up to 90 days. By your own words you were 3 days over that 10 day requirement.
If it was in wrtiting and BEFORE 60 days...
There may be a Regulation EE violation, but they may also use the date as 1/30 and not 1/17 depending on exactly what you mean by the "appropriate paperwork".
If it was in writing and AFTER 60 days
There is no time requirements for the bank to investitate and a preovisional credit is NOT required.
