Verizon FIOS Internet Charge $60/month for FIOS plan up to 15 mbps but only capable of delivering up to 1 mbps, Internet

You don't get what you pay for with Verizon FIOS internet:

I am a FIOS internet account holder from Huntington Beach, California since June 23^rd 2009 .  At the time of opening this account, my understanding was that for 50-60 USD per month, my FIOS internet download speed was going to be up to15 mbps.  According to a Verizon associate Freddy and his supervisor Alvaro, the maximum download speed available for my area up until now is only up to 1 mbps. 

The associate offered to lower my monthly payment from 59.99 to 44.99 per month. Repeat internet speed tests from multiple sources including Verizon confirm the statement of the Verizon associate.  I understand your companys disclaimer that internet speed may vary, but the difference between 1 and 15 is significant and should be reflected in pricing of service plans.  

For the last 28 months, I have been paying for internet speed up to 15 mbps, while Verizon only provide service for internet speed for only up to 1 mbps.   

On their website, the current offer for FIOS internet for residents in my area is up to 3 mbps download for 64.99 USD.   This is far from the truth based on repeat speed tests and the statement from a Verizon associate mentioned above but not as grossly misleading compared to the terms of my contract. 

They owe me (59.99 - 44.99) x 28 months = $420.  Tell me if this demand is unreasonable.
