In August of 2005 I was forced to take out a loan on my car when my step-daughter wrote us several hundred dollars worth of bad checks and rent was due.
The total of the loan was $1,050 at an impossible interest rate, but I was desperate. I was asked to hand over a key for the vehicle, a 1998 Sable. The key is one of those theft deterrent keys with the security chip in it.
The loan was totally paid off in June of 2006. I was told I would receive a 'release of lien' and could pick up my key within a week.
I didn't receive the release of lien after a month so I went back to the office. Not only could they not tell me why the paperwork was never sent; they couldn't find my key! I was told they would find the misplaced key and make sure the 'release of lien' was sent to me. After another month, still nothing.
I went back again. This time I was told that because I had filed bankruptcy in March of 2006 that the key had been sent to their lawyer. Why is beyond me as the loan was not part of the bankruptcy! I was told they would contact their lawyer and get the key back. After another monthor so, still no contact from them, their lawyer, or any paperwork to clear my title!
I went back AGAIN! This time I requested a manager. I was told she was 'out' but they would make sure she called me. It's been several months and still no call, no key, no release of lien!
A new key is going to cost me $100 or more, and I can't sell my car even if I wanted to because the title still has Wisconsin Auto Title Loans listed as a lien holder!
I'm tired of getting a song and dance routine from the Kenosha office, but there is no head office or web address to complain to! I have the paperwork that shows the loan as being paid off but nothing else to clear my title or get my key back!
All I want is a clear title and my key back. If they have lost the key then I want them to pay for a new one. I should be charging them the 540% interest rate they charged me for the key, but all I want is my property back!
I have satisfied my side of the contract, I expect them to satisfy their side of it!

For some reason my other step-daughter, not the one that started this whole mess, took it upon herself to get something going. She apparently raised the roof at the office of WATL in her city. The net result was that the Kenosha office mysteriously found my 'release of lien' in the file and gave it to me. The key is still missing. It is still with their lawyer in Florida, but I did get a phone number for this person. I'm going to find out how much a new key is going to cost and call her. I doubt that they will pay to replace the key, even if they are responsible for losing it, but at this point just having a clear title is fine with me.
The manager at the Kenosha office was, to say the least, cold and abrupt when she handed over the paperwork, but that's OK with me. She can be as nasty as she wants as long as I get my property back. I don't plan on ever having to deal with them again.

I had thought to write to the home office, the chief, the head honcho. No luck! There is no one listed! Apparently each office is a unique entity controlled by some mysterious home office with no address, no web address, no phones! I suppose if I spent enough time I might find the hidden controller of all the local offices, but I'm not a detective or a lawyer.
And yes, all I really need is a clean title. I don't like eating the cost of a new key after paying their sky high interest rates, but it is a small loss I can bear. At least I knew the rates before-hand and I can't say I was scammed by them. It sucks but when you are desperate you have to do what you have to do.
I guess I'll head back down to the office to get a good song and dance again this week. At least it's mildly entertaining, in a disturbed sort of way.

Lien more important than key

Replacing the key is not nearly as important as getting the lien removed from your car title. Without that, you'll never be able to sell the car.
I suggest researching online and finding names of managers / company executives that are higher up on the food chain than the branch you went to. My theory is "The squeaky wheel gets the oil." Be insistant with contacting them, but never rude. Continue to request completion of your contract, including delivery of your lien waiver.
If you still have no satisfaction from them, their actions may be criminal. Assuming funds are short, you may be able to get legal assistance from the Wisconsin Legal Aid Society lasmilwaukee.
Good luck to you, you fulfilled your part by paying back the loan. It's unacceptable that the title loan co. has not.
