I was charged twice for a single issue (past issue) eMagazine purchase by Zinio, LLC. They say they never refund on single eMmagazine issues purchased unless the file is unreadable. Clearly this is designed to prevent people from buying an issue, reading it and then asking for a refund when they don't like it. But in my cases I have two issues sitting in my library of the same eMagazine and two orders of that same eMagazine in my order history.

After I noticed that I have two of the same Nov 2015 issue of Computer Active! eMagazine in my Zinio account, I checked the orders page and it does show two orders with different order numbers both done on Tu/11/2015. While that is not a valid date, all of the dates in my Zinio order history show like that - a two character day of the week abbreviation followed by month and year. There is also no time given. I went to my email account to see what time they sent out the order confirmation emails and it turns out that while they have sent confirmation emails on past orders - there was none sent for those two (checked the spam folder as well). So it is impossible to see how close in time these two orders occurred. My assumption is that they occurred within seconds due to a computer glitch or two clicks of a button, which both got processed or something similar. Even if I ordered it twice by mistake (something that Google Play does not even allow - purchased magazines can no longer be clicked on for purchase - only for reading), it still is not unreasonable to get a refund for it. It is clearly not the same situation as someone buying a magazine and then deciding they don't like it and asking for a refund. The situation for which their "no refund" pollcy is designed and appropriate. But it isn't appropriate for the same eMagazine being duplicated in the library and someone obviously only wanting, or needing one.
