LL Cellular Sold Used Phone as NEW and NEVER Processed Refund Sherman Oaks California

I purchased two phones from this seller off their ebay store back in January. The items were described as being brand new however there were phone numbers already programmed in the phone, and there was also dust and corrosion on the metal areas where you attach the phone charger. I contacted LL Cellular, and they insisted that the phones were brand new, and about a week later the phones wouldn't even work. LL Cellular agreed to take the phones back and I shipped them back within three weeks of receiving them. I had to call to verify that they had received them, which they did (thank god for UPS tracking), and they said they would process a refund. Two week had gone by, and I finally received an email from them however they were shipping me two new phones. I had already purchased new ones from the Verizon dealer, and didn't want any more of their junk. They cancelled the shipment, but never processed the credit. I just filed a claim with PayPal after numerous attempts to try and collect payment.
