Ripoff Report: Michigan Secretary of State, Systemic Fraud, Human Rights Violations & RICO Violations

Victim of Administrative Fraud and Modern-Day Peonage by Michigan Secretary of State
State: Michigan
Agency: Michigan Secretary of State (SOS) & Office of Hearings and Administrative Oversight
Violation of Laws: RICO, Human Trafficking, U.S. & State Constitutions, International Human Rights Treaties
THE SCAM: MICHIGAN SECRETLY OPERATES OUTSIDE THE INTERSTATE DRIVERS LICENSE COMPACT (IDLC)

Michigan does not disclose to residents when issuing driver’s licenses that it is NOT a member of the Interstate Drivers License Compact (IDLC) a critical legal agreement that governs how states share and enforce driving records.

This fraudulent non-disclosure is a direct violation of the RICO statute, as it deprives individuals of their rights and places them in a state of permanent administrative bondage without their consent.

HOW THIS AFFECTS YOU:
If your Michigan driver’s license is revoked, you remain under Michigan’s control indefinitely—even if you leave the state.
Other states CANNOT override Michigan’s revocation due to its non-membership in the IDLC, blocking you from obtaining a new license anywhere else.
This violates your right to travel, work, and function as a free citizens creating a modern-day system of peonage through administrative law.
Michigan deliberately withholds this information when issuing licenses, effectively trapping unsuspecting residents into lifelong administrative restrictions.

This fraudulent practice ensures that Michigan collects federal transportation funds based on an artificially inflated population counts while continuing to control former residents who have moved out of state.
NO FAIR APPEALS PROCESS: MICHIGAN SOS OPERATES A RIGGED COURT SYSTEM

Michigans Administrative Law System is unconstitutional and violates due process. Unlike most states where courts handle license revocations, Michigan operates its own Office of Hearings and Administrative Oversight within the Secretary of State itself allowing the executive branch to act as legislator, judge, and enforcer.

HOW THIS VIOLATES YOUR RIGHTS:
The Michigan Secretary of State holds ALL three branches of power, violating the separation of powers doctrine in both the U.S. and Michigan Constitutions.
There is no impartial adjudication. the SOS itself determines the outcome of appeals through its own administrative hearings.
The burden of proof is shifted to the individual, forcing them to prove their innocence rather than requiring the state to justify its actions.
Legal counsel is NOT provided, effectively ensuring only the wealthy have access to appeals.
Michigan ignores due process by enforcing administrative penalties that continue indefinitely with no judicial oversight.

This is not just unconstitutional it mirrors the same legal structures that were used to enforce Black Codes, Jim Crow laws, and other forms of economic servitude.
RACKETEERING & FRAUD: MICHIGAN SECRETARY OF STATE VIOLATES RICO

Michigan's failure to disclose its non-membership in the IDLC constitutes racketeering under the RICO Act (18 U.S.C.§ 1961 §1968). The state financially benefits from administrative rulings that keep former residents under Michigans control while inflating population numbers to fraudulently secure more federal funding.

Michigan's fraudulent practices include:
Non-disclosure of its IDLC status at the time of license issuance.
Prolonged revocation periods that extend beyond state borders effectively controlling non-residents.
Administrative rulings that serve the financial interests of the Michigan SOS rather than public safety.
Using unfair legal barriers to deny reinstatements, forcing residents into long-term economic hardship.

This pattern of fraud and coercion meets the criteria for a RICO violation, as it involves systemic financial gain through fraudulent and deceptive administrative practices.
MICHIGAN SECRETARY OF STATE VIOLATES ITS OWN HUMAN TRAFFICKING LAWS

Michigan's administrative licensing scheme violates its own state human trafficking laws (MCL 750.462a - 750.462h) by placing individuals in a system of involuntary servitude through non-disclosed and indefinite license revocations.

How this meets the definition of human trafficking & peonage:
By denying individuals the ability to drive, Michigan effectively forces them into economic servitude.
The state creates artificial barriers to employment & financial independence, forcing people to depend on state-controlled systems.
This disproportionately impacts marginalized communities & low-income individuals, preventing social mobility.

The Michigan SOS is operating in direct violation of federal anti-trafficking laws, as well as international human rights treaties that prohibit forced labor and restrictions on mobility.
DEMAND ACCOUNTABILITY: WHAT NEEDS TO HAPPEN NOW

A federal investigation into Michigan's IDLC fraud & failure to disclose its non-compact status.
A civil rights lawsuit challenging Michigan's s administrative law system under the 13th & 14th Amendments.
A congressional inquiry into how Michigan defrauds the federal government by inflating its population count.
A RICO lawsuit holding Michigan accountable for financial and administrative fraud.
Immediate legal action to force Michigan to join the Interstate Drivers License Compact & restore due process.
FINAL WARNING: DO NOT TRUST THE MICHIGAN SECRETARY OF STATE

If you currently hold a Michigan drivers license or are moving to another state, be aware that Michigan will continue to control your ability to drive, work, and travel even if you never return.

Michigan's licensing system is NOT a public service it is an administrative trap designed to strip individuals of their rights while benefiting the state financially.

DO NOT let yourself become another victim of Michigan’s unconstitutional administrative peonage system. Demand change, file legal challenges, and expose this fraud at every level.
