Bank of America conversion of FIA card removed online access Charlotte, North Carolina

Bank of America acquired FIA cards and REMOVED online access to the prior account information BEFORE allowing optional access!!  I won't get new cards for at least one week and cannot check my transactions, make payments, view old statements and I am signed up for complete paperless.  This is OUTRAGEOUS. 

It took me 2 hours of phone calls to find out that even with my new Bank of America credit card number, I can't sign into account information on the Bank of America website until I receive my new cards.  When asked how am I supposed to access my card information I was told to call the 800 number and talk to a customer service rep with questions about my account.  Where can this be reported??  This is a huge consumer transgression...
