Davis Port Authority of New York & New Jersey sending bill for unpaid toll claiming I went through EZPASS. LIARS!! Staten Island New York

On October 31st, 2014. I travelled to NJ for a Halloween event from NY to NJ and back. 3 Weeks later, I receive a bill for an unpaid toll at Goethals Bridge.

Claiming I went through an EZpass lane and failed to pay the toll of $13 dollars. I've NEVER drove through an ezpass lane and i DON'T have an EZpass. I go through the cash lane and pay the toll booth cashier. Never once I ditched a toll booth either! THIS IS bogus and a total lie! In the letter it says to dispute this claim, I have to have proof that I paid. Almost noone ever asks for a receipt, because this sort of thing shouldn't happen! Please tell me I can fight this? 13 dollars is nothing, but this is a total scam.
