The only reason why Dollar ripped off is that they take advantage of the young naive, who don't know yet how coporations operate(steal).
They used the old 'we don't have a compact at this time, you have to upgrade'. The car was a Hyundai Sonata(no luxury car if you ask me).
I just saw the receipt, here is the break down.

They returned the car scratch free, problem free, only drove 200 miles, at least they should refund the $60.
They didn't have any money left. They might as well have been mugged by some petty thief.
Something needs to be done investigating coporations that rip off under the guise of business. Stealing is stealing.
The contract should be illegal, since the deal was a scam.
Attention...Do not rent a car from Dollar.
I don't think it would have mattered had my son planned in advance. Companies will still steal money from consumers. Because, politicians protect them.

Most rental companies charge an under 25 fee because they are a HUGE liability, it's not because they think they are young and dumb and want to take advantage of them. Why do you think insurance companies have higher rates for young drivers? Because they pose a greater risk and are more likely to have accidents. Also, some rental companies do not even bother renting to young drivers. They were lucky they even got a car.

This won't help you in your quest, but I've had no problems with Dollar. I left my cell phone, charger, and a book in my car after returning it to the Seattle/Tacoma Airport. After I realized it was gone, I had to run through the airport back out through security to the garage then come back inside and get re-checked in. They had my cell phone, charger and book waiting for me. I've never been charged for a flaw in the car - because I check every square inch before getting in the car. And I always reserve a very small and inexpensive economy car and nearly always they upgrade me to a larger car...the last time they gave me a PT Cruiser instead of a Kia Rio for the same price. I have no problems with Dollar or any other Car Rental place. I realize that my story may be an exception, but I just wanted to point out that not all experiences with car rental places are horrible.

Just going off of whats you have posted as far as your charges, there is nothing illegal or any signs of wrong doing. I assume that you were wanting the $60 undage fee refunded. That is a charge that all Dollar locations charge to be able to rent to customers under the age of 25 (A lot of car rental companies will not even rent to persons under the age of 25).
If the complaint is over being charged for the upgrade, it does not look like there was any upgrade charge on this (unless a line was left off that receipt). It looks like there is a fuel charge on there which either means they signed for a pre-paid fuel option which means they are not required to return the vehicle with any gas (although any gas left in the tank on return is non-refundable), or they did not return it full and were charged a re-fueling charge of $1.99/gal, which is very cheap (most locations carge around $4-$6/gal to refuel a vehicle. Also it appears that the Loss Damage Waiver is on this contract.
That is something that would have to been agreed upon and signed for at the counter, I also highly recommend it becasue it waives the companies right to file a claim agains your own insurace if the vehicle is damaged (unless the cause is neglegence), and it also covers you if you have a flat tire (flat tires are not covered by the contract unless found to be a manufacturer defect).
Other than that, all the other charges are city, airport, state, etc. taxes.

Renters beware! We left our digital camera on the floor of the rental car when we turned it in. After the bus dropped us at the curb we realized "our mistake" and called the manager at the drop off location to ask that the camera be held for us. You guessed it, no one knew anything.
I gave the manager the name of the lady that checked us in who of course knew which attendant took it for cleaning. Keep in mind this was just a few minutes. Either the lady (name withheld but we have it) stole it, or the next attendant stole it because the manager said she checked and the camera was gone, she probably radioed out to the check in area and never left her desk.
Went back and forth with the Kauai Dollar location, I feel they are all a bunch of thieves and work together. Then called and emailed Dollar corporate, same B.S. from the lady at corporate (name withheld but we have it), she would not even try to contact the manager in Kauai, just basically said your mistake, your problem and she could care less if we stopped using Dollar Rent a Car.
Got an email from a David Roberts at Dollar asking for all of the same info that has been provided before, just more run-a-round, they won't do a thing except cover for their stealing, thieving attendants. It was not so much the camera but the pictures we lost that hurt the most.
