DTE ENERGY Meter not working Detriot Michigan

Receive an estimated bill for heat in the amt of $413.75 for billing 0f 184 days, how is it possible to get an estimated bill when each month a representative comes out and read the meter, defective meter is not my fault and how can this go unnoticed from July 07 thru Jan 08. It is not fair to me because I am on a fixed income and I know I deserve so justice or write of this bill for their faulty mistake.

After speaking with a rep she could not answer my question as to why can something like this happen without some time of warning to the person that comes out to read meters. Explanation needed or justice served. Then I was advised that I could make arrangements to pay so that the acct is not reported to a collection agency, how rude and inconsiderate.
