My apartment complex recently had a change in management to Lyon Management (who royally sucks) and they also changed utility companies to NW&P. Since the change my water, sewer and garbage bills have skyrocketed more than doubling and no one can explain to me why. I've lived in this unit for months with no issues with my bills and once NW&P started doing the billing I'm paying almost $100 for water, sewer and garbage for TWO people living in a unit. We're paying $40 for GARBAGE and all we get is a dumpster with NO recycling. I've asked NW&P to explain to me why my garbage bill is $40 and show me the breakdown of the garbage bill yet all they tell me is that they can't tell me anything and i have to talk to my apartment complex if i want more answers. And of course, my apartment complex tells me to talk to NW&P so I'm going nowhere. NW&P has no explanation as to why my bills are more now, except that "rates have gone up" yes ironically they went up right as NW&P took over.
It makes no sense that my bill DOUBLED once NW&P took over. I find it ludicrous that i pay almost $100 for water, sewer and garbage when only my boyfriend and i live in our apartment. Not to mention the rates I'm being billed for water and sewer changes every month which NW&P claims is because the rate is generated by how much water and sewer my ENTIRE complex uses. But I'm still not told how they come up with that rate in the first place.
I'm BEYOND frustrated. I know NW&P is a corrupt company charging outlandish amounts of water sewer and garbage rates. I just know I won't ever live in a complex again that uses NW&P. They are ripping everyone off!

Are you contracted (in the lease) to pay for the community trash pick-up? If not, you can cancel the trash service. Or you can rally the neighbors and petition to get a cheeper waste removal service?
Do you have a water meter for the amount of water you use (normally located near your water heater)? Do they bill you directly? If so, they most break down how much water you used & per gal/ltr cost. Track your usage and see if it is correct.
All in all I think they maybe averaging you out, untill they can establish your usage. Demand that they read your meter and credit you (if any).

Just some insider info..... the president of Lyon is on board for NW &P. So they are making some serious money. Good luck in fighting them. I used to work for them and they do not care. You will have to move to stop paying for it.
