I went to priceline.com on 9/14/11 to book a flight+car. I entered in all my information and payment information to arrive on the final page I have to initial. At the time of submitting with my initials the price was $325 (luckily the g/f wanted me to email her phone with the info fast before I submitted so she could verify I had the date/times right for the flights.) which I have a screen shot of.
The problem came upon receiving the confirmation email from priceline. First thing I noticed upon receiving it was that the price was now $390.28! That is a 20% increase in price!
I quickly called priceline to only encounter rude and mostly broken english speaking customer service. They were more willing to hangup on me to listen to the problem. I finally got someone to listen to me but was informed they were unwilling and unable to do anything that prices can change even AFTER i have finished my order. I informed him I wanted to speak to a supervisor who I then informed that the contract and deal I signed was for 325 and that to charge me more breaks their own agreement to me. I asked if I could just cancel the trip with them (if im paying more anyways then no reason they should profit when they are being crooked) I was then informed it would cost me 100 bucks to cancel and the taxs and fees.. So 160 bucks I would be out! When i once again told him that the contract or agreement I signed with him was for 325 and that I had a screenshot for proof I could email him he quickly told me it didnt matter and hung up.
So here I am stuck in this scam known as priceline and wanting to warn fellow consumers of the problems and practices of this company!

You have a good point, but the way I understand it from their site. Is from when you get the price quote up TILL the point you initial and confirm it CAN change. However when I submitted my initals and confirmed at that moment its locked in at 325. If that wasn't the case then that contract/agreement you sign is meaningless.
So my complaint is I confirmed it for that price. However upon receiveing the email back confirming the price was diffrent. They charged me more than the agree on amount. So while I understand your point, I also think you misunderstand my issue. I was aware the price could change during the quote process, however the price should never change between my final confirmation and my email receipt (10 seconds elapsed max)
Do you understand the point im trying to make?

the first page of your pictures. It shows a 325 price, and it also says "prices are not final until transactions is complete" so between you getting that price and confirming the purchase it went up. Likely during the time you were talking to your GF about it.

I am sorry, but I do not understand how you think this is relevant to my complaint. I feel you skimmed over it and never actually took and or read it in its entirety.
I am not complaining over name your own price or the taxes and fees. I am complaining at being scammed. I was told I was paying $325 (this included taxes and fees) Then when I got my confirmation email I was actually being charged $390.28. Upon calling priceline I have indeed found the problem. The problem is that when I purchased it my rental car fee per day was 12.64. When they confirmed they changed my rental car price to $28 day.
So I now know the problem and so do they but once again they are 100% unwilling to correct it. They will not even let me cancel and rebook without a heavy cancellation fee. The agreement I initialed (signed) was for 325 final price. So I see no reason they can hold me to a agreement they have already breached.

In connection with facilitating your Name Your Own Price rental car transaction, we will charge your method of payment, in addition to the price you name, a charge for Taxes and Fees (an amount that will always be disclosed to you before you elect to proceed). This charge includes an amount to recover the amount we pay to the rental car supplier in connection with your reservation for taxes, fees and surcharges owed by the rental car supplier including, without limitation, sales and use tax, excise tax, value added tax, airport or facility taxes, surcharges or fees and/or other similar taxes, surcharges or fees. The amount of this charge is intended by us to be sufficient to cover the amount we may be required to pay to a rental car supplier, and may be greater or less than the amount we actually pay the rental car supplier in connection with your reservation for taxes, fees and surcharges. The balance of the charge for Taxes and Fees is a fee which we retain as part of the compensation for our services and to cover the costs of your reservation, including, for example, customer service costs and additional fees. We are not the vendor collecting and remitting taxes to the applicable taxing authorities. Taxability and the appropriate tax rate and the type of applicable taxes vary greatly by location.
In connection with facilitating your price-disclosed rental car transaction (i.e., those transactions where you do not "Name Your Own Price "), we will provide you with a breakdown of the estimated taxes, fees and surcharges that may apply to your transaction. We will not charge you for these taxes, fees and surcharges, but the car rental supplier will charge you taxes, fees and surcharges at the time you rent your car."

I sent a email to ripoffreports to get photos added, but as they haven't shown up yet I will try to post them this way. Just want to provide more proof to my problem.
Here is a run down of the pics.
#1 I took this screenshot so I could email it to my g/fs phone so she could verify the date/times to make sure this would work for both of us on my visit. (Lucky that i did too)
#2 This is 1/2 of the screenshots I took of the confirmation email I received from priceline about 5-10 seconds after I initialed and submitted my purchase from the first screenshot.
#3 This is 2/2 of the screenshots from the confirmation email, please note the price. 390.28 thats about a 20% increase!
I agreed and initialed for the 325, priceline confirms and charges me 390.28. They refuse to correct their mistake and instead try to take even more money out of my pocket if I choose to cancel due to their deception. This has to stop, please don't fall victim to these scam artists.
