Skyline Publishing Advertising scam peoria, Illinois

Since this customer did not supply any identifiying information it took some research in finding who it might be but since he stated that he filed a complaint with the Attorney General and we don't have many of those it was easy to narrow down. According to our records, on 1/30/13 S a salesman with Skyline Publishing contacted Mr. Cooper and offered him advertising for the Montgomery County Relocation/Visitors Guide. Since Mr. Cooper stated to the salesperson that he wanted the advertising a second call was placed from our verificaiton office. This call was recorded and Mr. Cooper was told it was being recorded for quality assurance at the very beginning of the call. Also at the beginning of the call Mr. Cooper was asked if he was the owner of the business and if he was authorized to purchase the 1/2 page ad for $200.00 and Mr. Cooper said right. At this point in the conversation there was no doubt the intention of the call. Why would we ask if he was authorized to purchase the ad if we were just sending him samples If we were just sending samples we would not have to have a recorded verification. The verification call continued and Mr. Cooper agreed that we would use the information from craigslist and create an ad for him and mail him a proof book with it. He stated that he wanted to be able to show his wife the ad ad make changes. The verifier then asked for a verification code to show that she did speak with him and that he is agreeing to purchase the ad. To this Mr. Cooper stated Rex196. He was then told that we would send the invoice out that day and he agreed. Again, why would he give authorization that he was purchasing the ad if he only wanted a sample? Why would he agree to have an invoice mailed to him billing him for advertising if he only wanted a sample? None of Mr. Cooper's complaint makes sense. I do have the agreement Mr. Cooper made available and would be happy to let him listen to it if he'd like. On 3/22/13 we spoke with Mr. Cooper again because the proofs had been sent out and we wanted to make sure he received it and speak wiht him about the bill. The invoice was due 3/1/13. Mr. Cooper stated that he hadn't received the proof yet. We called again on 3/25/13 and Mr. Cooper stated that he did receive the proof but that he never ordered the advertising. At that point Mr. Cooper asked for the recording to be email to him which we did. After this he filed a complaint with the BBB and the Attorney General. We responded to both with accurate and factual information. We also provided each organization the verification recording of the purchase. Both the BBB and the Attorney General's office sided with Skyline Publishing and resolved the complaints in our favor. They did this because Mr. Cooper did purchase the ad and Skyline Publishing was able to provide proof of that. We urge Mr. Cooper to contact us directly and we would be happy to provide him again with the recording of him purchasing the ad and any other information he would like. These books have been distributed and Mr. Cooper's business advertised as promised. Wrote to BB & IL attorney general.  The company's response to BBB & AG was a long rave about the legions of rude customers blah blah blah.  (wonder what upset all those folks?) Still no "recording" proving any agreement to buy was produced (because there isn't one).  Rather than a discussion of facts, the company attempted character assassination of the would-be "customer (us) albeit so clumsily that it was quite hilarious.  

I rebutted their rebuttal, sticking neatly to the facts.  No agreement to purchase, no contract of any kind, and let the collection agency howl.  

I wish I understood why the attorney general can't do anything to stop their abusive practices.
