stripe.com charged a fee for services i didn't order san francisco california

I went into my checking account to check that my bills were all paid and there was a strange $15.99 charge for Stripe.com. I never signed up for their service and certainly never put my debit card number into their system. I am on a strict budget and can not afford this payment. When I went to the website i tried to log in just to make sure I didn't inadvertantly sign up and forgot about it. Neither of my email addresses produced any results. I tried to contact them but you can not chat with them or find a phone number without being a  member. There is also a notice on their website which states that there is a dispute fee. I do not know how to contact them without signing up for their service which is what I am trying to get out of. It is insane.
