This company, knowing they can get away with it, has caused hardship multiple times over the past 11 years. Beginning in 2003 when I set up new service and it's still one thing after another. They first tried to add someone else's bill on to mine. A friend of my roommate used our mailing address (never lived or even stayed with us) and the next thing I know, I'm being billed for his $600 past due account. I ended up paying it after attempting to fight them for 2 years. 
Next was 2009 and the sudden loss of a few months of payments. The bill was paid on time every month and out of the blue I had a $5k bill, disconnect notice and claims from them that each bill showing a payment had been made each previous month must have been in error. After numerous calls and complaints to the PUC I was "allowed" to set up a payment plan. 6 months into that I called because the payments were just too much for a single parent after being laid off and the rep slipped up and admitted that they had found my payments....but I would be required to finish the payment plan and would then receive a credit on my bill. 

Every month following the finilization of the payment plan was met with a disconnect notice despite the bill being paid on time. I would call and be told to disregard the notice, it was an error but it continued to happen each month. 

I recently moved and unfortunately, had to take Xcel with me. Billing is a mish-mash of charges, credits for less than the charges, and new charges to replace the first charges. In addition, I've been billed for a large deposit due to the "delinquent history" at my old address (i.e., erroneous disconnect notices). In a conversation today with a rep I was told my account has an outstanding disconnect notice (I've received nothing of course) and must pay the balance in full, including the deposit, within the next week. 

Oh, but if I pay the bill in full and authorize auto-pay they'll credit the deposit back at some point. Nice try Xcel.
