AliExpress online misrepresented they had shipped and then delivered a coat rack I purchased and refuse to give me a refund Internet

I paid over $100 US for a coat rack from AliExpress.com.  The company informed me of a delivery date and then falsely informed me they had shipped it, and then that it was delivered. It was not. It had not even been shipped as confirmed by UPS.  I informed AliExpress I did not want the coat rack and wanted a refund.  They told me to be patient and that I could get a refund after it arrived.  The coat rack arrived one month late. AliExpress froze my account so I can't return the coat rack and receive a refund.  I have contacted the "Seller" ZhangZL furniture Store and Ali Express Customer service.  They have been rude and refuse to give me a refund, despite the website stating customers can return an item and get a refund.
