Lexisnexis Acting for Xact,com CSR-Mary Mail prelim loan approval which I didn't request, tried to opt out, unable, Lexisnexis clearly provided Xact.Com my information

Received mail loan offer for $2000 personal loan,  Didn't request this loan... but read it.  LexisNexis acting for Xact.Com offered a $2000 loan at an obscene 153.29% interest.  While I didn't need a loan, I found this very disturbing that this would even be legal, so I  perused the offer looking for their "opt-out" info.  Finally on the back page found the LexisNexis number 866-490-1920,   I called this number, was disconnected three times, but not before I received their prerecorded message that I must have: My full legal name, social security number, birth date, and drivers license number available to proceed. 

I went ahead and called back because I wanted to be removed from their list, and I was going to give them their promotion number only.  I finally reached a CSR, who said her name was, Mary.  I explained that I wanted to opt-out, per the letter, and she told me that there is nothing she can do.  So,

(1) the information on this so-called offer is erroneous.

(2) They are phishing for pertinent financial information. 

(3) This offer should be a usuary violation based on the interest rates. And

(4) LexixNexus is used for reporting creditworthiness, and they are not only selling my information, but they are also acting as an affiliate or associate of  Xact.com...

I find this not only disturbing but a violation of my privacy.
