I suspect you're describing the "Facility Charge" that is billed to cover providing and maintaing gas lines to you.

"My apartments lied and told me it wasnt going to be high and my bill is more than my electricity bill every month and they do not warn you about it or explain what the bill means"

Why in the world would your "apartments" explain your bill to you?  Are your "apartments" owned by Atmos Energy?

How many times a month do they read the meter and what is the charge listed as for "reading the meter?"

Have Atmos explain the bill to you as you seem incapable of turning it over and reading/comprehending the explanations of ALL the charges on the back of each bill.  Have a third grade neighbor read and interpret it for you if you don't want to do otherwise.  Your "apartment" is NOT at all responsible for explaining another company's billing to you.
