I paid a utility online using Billmatrix. I received a message that the payment did not go through. The next morning I made the payment again.  The following day the payment and they Bill Matrix charge were taken out of my bank account twice. I called Bill Matrix and was told that since I had used the electronic check option I would have to wait 60 days for the checks to clear before they could write me a refund. I told them that this is 2013, not 1903 and that with electronics my checks had already cleared. They ask if I had printed the online notice that my payment had not been accepted. I had not. I did print the conformation number for the payment that was accepted. I will never use Bill Matrix again.
