I filed a dispute I'd say maybe 30 min after placing an order hoping they would stop the transaction before it even actually happened only to be told I can't dispute a transaction until it actaually goes through which I didn't fully comprehend, or it just didn't make sense...

Well the merchant ended up being fraudulent as I expected so I contacted pay pal who told me basically once I contact the card issuer it's out of there hands as far as refunds go, but they'd assist me w/ anything else if I needed information for Bluebird if bluebird wanted theyd even communicate w/ bluebird via email or something so I waited n waited continues to contact PayPal & bluebird just so they wouldnt think I just accepted virtually getting stolen from, well bluebird denied my dispute, I called em again, they reopened a dispute, denied it again, I called em back, bcuz I had to not only switch the dispute type from unauthorized transaction to goods never received or something of that nature, as well as me trying to get it through there head that this merchant has been kicked off PayPal for fraudulent activity & a rep from PayPal was willing to confirm this information all they have to do is either acknowledge his email to them or email the PayPal rep inquiring about the info and he'd give it to em pdf or fax whatever preferred.

Well they just disregarded that info & said I had to put it on paper for thier records & mine & paypals, which, I mean, sounds legit, so I go to do that, fill out another transaction dispute validation form or whatever TF it's called only for the system to say ive reached my upload limit of 10 uploads from when I originally filed the dispute...!?!?

So once again I call the bluebird transaction payment dispute line, explain how I can't upload anymore documents n they said they reset the database & resent the email n I should be good to go... NOPE!!! It still said I couldn't upload any documents. Now I'm pissed... Bcuz mind you how simple it could be if they'd just utilize the technology @ hand bcuz how is a PayPal rep confirming the fraudulent merchant not valid??! A fax or email I'm sure would be authenticated or whatever validated whatever the specific label would be, & then my most recent time calling I was pissed. 8 asked to speak to a supervisor, was told ok, only to have the EXACT SAME WOMAN GET BACK ON THE LINE acting as if she's someone else!!! I swear to God it was the exact same voice I know bcuz her accent when she got frustrated n started talking back at me she'd speak really fast & roll either her R's or S's some letter of the alphabet would come out of her body the exact same way as the last person I spoke to.

So I had to call her out on it n she swore up & down 'no no no Brandon, I'm from the billing department' well I was just speaking to a supervisor & NVR would a supervisor put me on hold only to have a standard customer service employee get back on the line!!?! So I proceed to talk to the 'billing dept' lady, she resends the email again while she stays on the phone w/ me and I find the document, sign in again try to upload it for the 4th time I'd say now, & when it didn't work, sure enough the line went dead!!! Well I was given an employee ID # of 2057453, which I'm guessing is phony.

Like, it's kind of funny @ this point although 1 way or another I will get refunded my $$$!!! I have case I.D. #, transaction I.D. #, & invoice I.D. #... As well as a BS tracking # for China Post EMS shipping services, except when I searched the China Post website w/ the tracking # provided, it showed me shipping information dating all the way back to 12/23/20, which my order wasnt even in existence until 1/2/21!!! So right then & there I knew I got scammed. It's like anytime a valid point is made & it's easier than figuring out the sum of 1 + 1 that my funds show be returned they act like they are completely incoherent to what was literally just iterated to them n they revert back to the documentation!!!

Well did they alrdy forget that they haven't reset the email upload database from my account to allow me to upload any other documentation!!?! I'm rdy to fly out to the Philippines & find this call center & find the woman who proceeded to lie to me that she was a different person not once, not twice, but 3x she got back on the phone saying she just got transfered this call & blah blah blah blah blah blah as if I am 6yrs old & am not intelligent enough to realize little things like her accent & she was in fact the second person I just was almost yelling @ saying this is BS!!!

Well I have the NY headquarters address... It is; 200 Vesey Street NY, New York 10285. Theyre licensed as a money transmitter service by the NY State Dept. Of Financial Services & the specific company name is American Express Travel Related Services Company, INC. The # for the companys registration through the State of NY, I'm pretty sure is as follows... NMLS ID # 913828. Phone # of 1-877-486-5990 & a fax # (for the dispute line in the Philippines anyways) is 404-592-0004. I will get to the bottom of this bs customer service situation & runaround & being lied to & belittled where I felt as if they were insulting my intelligence I swear to you...

If I have to file a conciliation court hearing to get my petty little $250 back, I will. It's the principle of business ethics. Like, these online shopping risks now adays & the lack of controlling the traffic of them or what have you, it's rediculous & the US Govt has to step their enforcement efforts up like they did when children were legally being trafficked for sex to the f*cking weirdos who found a loophole to have sex w/ little boys & girls, well US & citizens across the globe are being robbed blind & thats revenue that could be isolated & taxed through the US economy instead some loser no life found a scheme to steal from the shadows of their 3rd world country rat cave & not have to move a muscle!!! It's unacceptable

You posted NOTHING in this report that shows AmEx is responsible for accepting your dispute and refunding you the money.

- Sadly you don't comprehend it because you never took the time to understand BASIC banking, and likely why instead of having a REAL bank account you have one of these "Prepaid" accounts.  The fact that you instantly went to filing a dispute shows your lack of basic common financial sense.   Don't give us the "Oh I did research on them". Because there is NOTHING you could have researched in the 30 minutes AFTER you gave them your card information, that you couldn't have researched 30 minutes BEFORE you gave it to them.  And had you researched them BEFORE you wouldn't have made the transaction.

- They are correct because this avoids you getting double credit if they both approve your dispute.

- So? That is correct, it was never an UNAUTHORIZED transaction. Because per your own narrative, you authorized it.

- Irrelevant. By the way...Paypal would never have acknowledged that they made a mistake and the transaction was fraudulent. Because if they did, then AmEx would reverse the transaction from PayPal and they would be the ones out the money(the scammers are long gone).

- No, it's the principle of following the Terms and Conditions that you agreed to. Nothing you posted here shows that either company violated any such terms.

- You can't be seriously comparing your situation to Human Sex trafficking. That really just proves how far out of reality you are.

If you eventually get your money back consider yourself lucky.  If you don't, consider it a cheap life lesson. Oh and your inevitable "smart a**" comment that the lesson you learned was to never deal with AmEx or Paypay again is not the lesson. It is that before you even give any financial or personal information to ANYONE you do your research BEFORE to make sure that they are legitimate.
