I looked at CompUSA's website and they don't say anything about not being able to return a new motherboard if defective within 14 days. Are you sure it was within 14 days, and it was not refurbished?
I worked at a privately owned chain for several years and motherboard failure rates were pretty high. I'd guess that 5-10% of new motherboards had a problem, so we took returns in and tested them on the spot and then did the refund if they were having a problem.
As a note to consumers though, when you are buying a motherboard, make sure you can return it if there is a problem. The best thing to do is find a store that tests the motherboard in front of you so all parties can see it's working. Don't buy refurbished motherboards, these are just returns that were able to boot up when they were tested. There could be a problem with the board that doesn't easily show up to the RMA people who test returns.
