Department Of Law And Investigation Scam Financial fraud, affadavit, hard to understand Los Angeles California

I had a voice mail on my cell phone to call Mark at the Department of Law and Investigations. It did not match the number that was on my caller ID. I called the number on my caller ID and it said that it was not in service. (MY first red flag) So I called the number left in the message. Rather my husband did and they told him they would have to speak to me and what was the number so they could look it up and call me back. So he gave them my number again and immediately they called me back. He had my mother's name and said that she had comitted financial fraud. I asked him where he was located and he told me LA California. I said, "Well if that is where you are then why was the number on my phone from your first phone call a Tennessee area code?" He got upset then and said that he would have us both thrown in jail. I asked for a supervisor and he said no and "You listen to me lady!!" I told him to learn to speak english along with a few other expeltives, and he finally hung up.
