Had the same issue described in at least two previous reports:

If the reports are to be believed this problem has stood unresolved for nearly 5 years at last.
Paid cash to the attendant: $1.50. I am not and at the time was not a current EZ Pass customer (though I was more than 5 years ago). I received a notice of violation that reads, in part:
Under the provisions of N.J.S.A. 27:23-1, et seq. and N.J.A.C. 19:9-9.1, et seq., the person named above is alleged to be liable, as the owner of the identified vehicle(s), for the toll violation transations(s) specified within this notice. Non-payment of toll(s) is a violation and my be subject to assignment to a collection agency and the suspension of all motor vehicle registration privileges by the New Jersey Motor Vehicle Commission.
You have a right to dispute the total amount due by using one the following three methods: (1) by completing the Dispute Form on the reverse of this Notice and mailing it to the NJ E-ZPass Violations Processing Center in the address below, (2) by completing a Violation Inquiry on the NJ E-ZPass web site at www.EZPassNJ.com, or (3) by calling the NJ E-ZPass Violations Processing Center at (973) 368-1425.
I chose to complete the dispute form, though I had no receipt. I received a reply that said that the documentation I provided does not support the dismissal of the violation. Seeing no other way out I decided to pay the fine.
I understand that traffic law works differently than, say, criminal law, but however different it is, the design of this system looks immoral. It's like they're saying I couldn't prove I was innocent, so therefore I'm guilty.
