When ever you use a line of credit the company issuing this credit will charge you Interest. In this case 22%, this is the COST of BORROWING money.
If you have paid just under $2000 in 3 years the payments you were making were barely covering the Interest charges at 22%. You are provided a statement EVERY month either by mail or in electronic form and can see how much of your payment is interest. If you want this balance to go down faster you need to pay more each month.
One thing you didn't mention is your payment history. If you are making minimum payments(or close to it) and are late one month. The late fee from that one month could wipe out any gains you had from 3 months of payments.
The only RipOff here is your lack of understanding of how credit works.
