First Priority Pay withdrew employee payroll tax impounds for IRS and State with holding-didn't pay state tax and paid only partial IRS tax West Warwick Rhode Island

This payroll company electronically withdraws payroll funds from employer bank account for employees payroll, and federal and state taxes for the federal with holding, futa, and SS tax liability. After they with draw the funds from employer checking, they issue the checks on their checking account for the tax liabilities and employee payroll. They bounced one of our employees payroll checks . We became concerned and called state division of taxation and were told they haven't paid the state any of the tax money they have withdrawn from our bank account for the entire 2009 tax year. The total is over $4000.00 they've taken from our checking account. We called the IRS and were told they also have not paid the federal tax with held since 5/31. They withdraw the money weekly and pay the taxes late if at all. The office manager sent me "proof" that they have paid our state the tax with held for the last six months. Her proof was a check payable to our state for less than half the money they have withdrawn from our payroll account dated yesterday and never cashed.
We will be filing a State Police report for the 7,000.00 + cash that has apparently been stolen from our bank account.
