Flower Delivery Express Dba Wesley Berry Paid $138 for a flower arrangement upgraded to delux with 2 mylar balloons. What was delivered was a Lowes version of a hanging basket - no balloons no upgrades Michigan

I paid $138.42 for an upgraded delux flower arrangement called dish garden.  The delivery was to include 2 mylar balloons.  

What was delivered was a grocery store version of a hanging plant with a crumpled yellow smiley face mylar balloon.

I called to complaint and was assured that they would deliver the same day what I had paid for.  What was re- sent was a pathetic version of a small grocery store version of a hanging basket.
