HSBC Bank USA Refusing to return dividends on dividend card New York New York

I had a Platinum Cash credit card account with HSBC Bank USA. Under the terms of the agreement, by spring 2007, I accumulated a balance of ~$200 in dividend dollars on this card.

I called them to request my dividend cash dollars balance in May 2007. After being taken in circles over the different departments for about an hour, I was told that the department which handles these requests was in the process of being reorganized, and that I should call them in a few months.

After that, I didn't use the card for a few months, and in February 2008 received an automatic call stating that the card was closed due to inactivity. I called them back and was told that because my account has been reorganized, the cash back balance is now $0, and I can not get back any dividend dollars that I accumulated.

At no time was I notified, either by phone or in writing, that my account was being or about to be reorganized. As a result, I have lost my $200 balance in dividend dollars.
