Jail Call Services false and deceptive advertising for a product they did not deliver and would not honor their refund information Internet

I have a family member currently incarcerated in the Leavenworth County Jail.  The phone service is expensive. I found a website "Jail Call Services" that offered a lower rate by providing a local phone number which would be transferred to my cell phone. They advertised guaranteed to provide this service. I paid approx. $92.00 which would be for three months service. The number they provided was not a local number. They have refused to refund my money. they said they would provide me with a different number their ad states they will respond within four hours of receiving an email, and they do not give a phone number. I've been waiting for about six hours and despite numerous emails from me to them I have not heard back.
