J.D.MARVEL PRODUCTS INC ripoff consumer fraud CHAMPLAIN New York

I purchased two pairs of suede leather moccasins for $12.95 plus $4.75 p/h to total $17.70. I placed the order in September and it is now November and I still have not received my items and they said allow 3 to 4 weeks. If this company have been put out their as a ripoff company, why or all the different magazines and newspaper allowing them to continue putting ads in their magazines and newspaper. Someone needs to shut them down and I wish I could be their when they do. This is people hard earned money that they are taking. No one has money to just give away like this.
