Julia's Bra Shop Fradulent seller, will not refund $80 for items returned WINSTON SALEM North Carolina

I purchased 6 bras from Julia's bra shop in January using Paypal. They were mailed USPS and I received them on January 29, 2009. I did not like 4 of the bras and contacted JBS to receive a RMA. I returned the items via USPS and they were delivered on Feb 6, 2009 to JBS.
As of February 27, 2009 I am still waiting on a refund of $78.87.
Paypal refuses to file a claim or issue a refund
the JBS website no longer exists (www.juliasbrashop.com) but I keep receiving ad emails from them (last one was Feb 21, 2009).
I have contacted my bank and asked them to reverse the charges.

The retailer accepted returns of items unworn within a certain time period. I received permission from Julia's bra shop to return the 4 items that I did not like.
I have since received a credit from the bank. However, Julia's bra shop has not attempted to refund the money for the returned items, credit me for the returned items, or replace the returned items. I have not heard from them, even though I keep getting spam from the website which appears to be working again.

IT SEEMS TO ME I REMEMBER THAT IT USED TO BE AGAINST FEDERAL LAW FOR PEOPLE TO RETURN WORN SWIM SUITS, UNDERWEAR OF ANY KIND.
I CAN'T BELIEVE THAT THESE FOLKS WILL REFUND YOUR MONEY UNLESS THE UNDERWEAR IS STILL SEALED IN THE PACKAGE, UNOPENED AND UNWORN...
