Juniper Bank paid over phone, took money, says never receive, charged overlimit and late charges, brought interest rate 10% since july, bank records have faxed 4 times, have proof of paper trail Wilmington Delaware

Called on 12 July to make payment over phone spoke to out-source told me would be posted on 13 July 2007 which it was on my bank account.
On the 3 week July I received and email stating I owed $313.00 to my account with overlimit and late charge of $39 each.
Spoke to a suppose supervisor which stated I should go to my bank any send a copy of my bank statement showing they pulled the money from my account which I did.
Then August I was called stated I was late with pass due and overlimit called again told me to fax again which I did.
I have since spoken to many people who keep routing me to different faxes then stated I need to send a fax of the check front and back which I stated it had been done electronicly.
They had taken a routing number from my check which is called ECC TEL on my statement with tracing number and ID number.
Nobody seems to know how to read a bank statement the statement even shows what time the money was taken what branch how much. But still keep getting the run around.
I am a my ropes end with these people I feel like they stole my money and trying to make more money my account has not decreased since july and we have since closed account and balance still remains the same and even higher with late charge and overlimit fees and interest rates going up.
