Linebarger Goggan Blair & Sampson, LLP and the City of Chicago, IL harassment letters, increasing fees and fines, phones never answered, Chicago Illinois

I keep receiving letters from Linebarger Goggan Blair & Sampson, LLP stating that I owe for a parking ticket, and a red light camera ticket.  The parking ticket was taken care of, I thought, when I contacted the Chicago Police Department and stated that the license plate listed on the ticket could not be mine as I was at work, parked in a Hospital's garage at least 20 miles away at the time the ticket was written.

I sent payment in for the red light camera ticket and thought that settled the ticket.  I have a copy of the check that I wrote, but Linebarger Goggan etc. stated that the check was marked insufficient funds and returned to me.  This never happened.  I have a copy of the check and there is no indication that it was not cashed.

Linebarger Goggan, etc. has a phone number listed on their letters instructing me to call immediately to set up a financial plan to pay off these increasing fees and fines.  I have called this number repeatedly and there is NEVER anyone to answer the phone.  All I get is an automated voice telling me to hold and then nothing except muzak.  

I would like to get this settled, but the only website information listed is an email address to a site that will accept payment via the website.  A phone number is also listed for them.  I have had no luck in trying to reach anyone.

They are now threatening a) legal action being filed against me, b) garnishment of my wages, c) booting and towing of my vehicle, d) suspension of my driver's license and e) suspension of my business license with the City of Chicago.

I am on social security disability and have multiple major medical problems.  I have been unemployed since 1997 and do not expect to be able to return to work ever again.  My income is severely limited and most of it goes to high insurance, paying copays to physicians, prescription medications, laboratory work, etc.  I do not have enough money to go back into the hospital.  It is a very terrifying way to live.

The most insulting issue I have with Linebarger Goggan, etc. is that from day one they have misspelled my name.  Both first and last.  I went to the State's licensing facility and reported this misspelling of my name and had it corrected immediately.  I tried to report this to Linebarger, etc., and sent them a letter to their P.O.Box number.  No response.

I am single, have to rely upon myself, and need my car to get to these medical appointments.  If my car is booted or my license suspended this would be an extreme hardship.  I would explain all of this and set up some sort of payment plan, but I cannot reach anyone.  The P.O. Box is for the checks to be sent and is not a building with office space available to this law firm.  I have no idea where their offices are.

In the meantime, the $25 parking ticket and the $75 red light camera ticket have accummulated fines and fees not totally $285.48.  I don't know how I will manage if I cannot get these increasing fees and fines to stop.  Or, better yet, if I can reach an agreement about a payment plan.  I need help with this as I am at my wit's end trying to contact them and trying to clear this all up!
