Maryland MVA Excessive demands to change to MD drivers license, plus rude, arrogant employees Hagerstown, Maryland

I went to this DMV location to try to get my MD drivers license after moving from out of state. When I went I was told that my passport would work even though it was in my old name as long as the SSN matched my SS card which is in my new legal name. They even have the copy of my name change order which they demanded to title my car. Then I was told by an arrogant, rude woman that this wasn't good enough and I would have to incur an extra expense to get an amended copy of my birth certificate and if I refused to do it her way to placate her I could just move back where I came from.

I do not believe that the state allows things like her to work in their offices. Also, my insurance is wanting to cancel on me because I don't have a MD drivers license and the only reason I don't is because the d**n DMV refuses to give me one. If they insist on having everything short of my first born child to give me a drivers license simply because I had to change my name to protect myself I want to be reimbursed the expense! I have been licensed in two other states in my life and this is the first time I have encountered an unreasonable DMV with sorry customer service and pathetic employees!
