National platinum is a company that charges you for memberships and they actually scammed me out of 19.95 by making out an electronic check for that amount. I don't know how they got my information but apparently they had it and used my credit card information to create this check. They told me I had to file a report to get my money back.

You weren't clear on whether you actually applied for a membership, or if this charge came out of the blue.

Not possible. You cannot create an electronic check with credit card info. Why do you think they used your credit card info? How did they get your credit card info?
In order to create an electronic check, they would need your name, checking account number and routing number. They could get this information over the phone, or convert and existing check that was written to them into an electronic check.
Bottom line, if this electronic check was fraudulently created without your knowledge, contact your bank an report it as fraudulent. At the same time, you'll probably have to close and reopen the checking account with a different number, since it would appear that your account info has fallen into the wrong hands.
