Navicomm - One Call Communications ripoff, dishonest fraudulent billing Carmel Indiana

I received a bill for $38.93 from One Call Long Distant Services on behalf of Navicomm. I had no idea what this was for. I called the 800 number, 30 minutes had gone by then a person who identified himself as agent 8136 answered, when I asked him what the bill was for he stated that it was for a website that my internet service did not support therefore Navicomm supported the access for a fee. I also asked which web site that would be... he suggested that I check my folder notes or modem???? I was very upset by this point, he (agent 8136) stated that he would place a block on this website????
