Well, NCO did send me a demand for money. Over 13,000.00 demand. December of 2007.
I did my home work, filed with all of the people and originations that I could and even some that perhaps I should not. Such as congress and US Senate.
I filed a report here with Ripoff Report too.
My letter challenging NCO to show proof of debt resulted in a very short letter coming back form NCO simply saying they dropped the whole matter. As they stated, closed the account in their office.
That still did not answer as to how they managed to send me a collection notice for a bill I never had. For an account number which never existed. I checked with ever possible credit card and banking institution I could think of. I have my credit reports all the way back to the 1980's. No such number on them any place.
I am very interested in as to how they manged to get a no such number attached to my name for the following reason. Identity theft. Back in the mid 1990's my bank let thousands of account numbers and Social Security and relevant data out of the bank into the hands of a contractor doing research.
The computer was stolen.
My bank actually looked into having my Social Security number changed for me, during the time of the theft. Though I was never notified of the theft nor was any of the thousand of other people who had their accounts compromised for several months.

This is why I am interested in how they, NCO, managed such slight of hand trick in asking for money on an account I never had.
So now to the current data I have received from NCO.
This is most confusing to me. I have a letter addressed to the Attorney General of Pennsylvania. Perhaps I should not even have it, but I do. It is a conversation between NCO and the Attorney Generals office about me and the alleged account.
It goes as follows:
NCO acknowledged the complaint for the reference consumer(me).
NCO has closed the account in their office.
NCO has not reported the above referenced account on (me) to any credit profile.
NCO has included a copy of their account notes as per the Attorney General request.
The account notes are proprietary information of NCO Financial Systems Inc. They are not to be released to (me) or any third party with out NCO Financial Systems written permission.
It is NCO's intent not to have any further communication with (me) in reference to the above account.
Now what gives?
NCO is telling the Attorney General in Pa. that the way they gather data is a secret? Proprietary information?
Is NCO telling the Pa. Attorney General that they are trying to collect money by fraudulent means but it is a secret?
Or is NCO telling the attorney General to stick it?
I am just beside myself on this. How can it be a secret?

Yep got my letter from the AG a week or 2 ago, and NCO reply to the AGs office on the matter:
"Due to third party disclosure concerns, NCO is unable to provide your office (AGs) with a copy of the account notes regarding this matter, since _____ me ____, is not the responsible party. "

Funny how they can use that term: legal compliance - its something you only get if you're willing to complain to the Attorney Generals office.
Wow, so they can't tell inform the AG about the details of my acct due to disclosure concerns. Yea I'm guessing it would get them into more trouble if they did. Attorney General has fined them in the past.
Anyway, the letter also says that I've been removed from the referenced account & (supposedly) they won't contact me anymore & the calls from Hunt & Henriques (debt collector atty) have stopped after many months of weekly calls regarding my supposed debt.
Not sure how the law firm got involved, maybe they were hired or my acct was sold to them. The firm seems to be doing lots of court appearances for NCO & others here in California. But I figure they must be a funky firm if they're chasing after supposed debts that are more than 20 years old, even I know the SOL is 4 years.

Is all your letter writing had a good effect. It apparently forced the Pennsylvania Attorney General's office into investigating your claims, which NCO apparently said 'oh, we're sorry we made a mistake mr. attorney general. we already let the customer know that we have closed this matter with no penalty to him. we hope you will please leave us alone mr. attorney general. we promise that we hope not to bother you again.'
The NCO proprietary information is the paperwork that NCO had that let them know about the amount of money you supposedly owed them and the account related to that amount. You should try the Penn. Attorney General's consumer division to find out if you can get a copy of that paperwork. Those notes should answer any questions you have.
Good luck with that, i look forward to finding out what happens and if anything what you discover.
