Pacific Audit Solutions PAS Refused to allow appeal or consider special circumstances Portland, Oregon

PAS works for City Center Parking in Portland and collects penalties on unpaid use of parking lot space.  They cite the city code to justify their penalty fees, but the code specifies that they may assess a penalty only if the parker has failed to pay a fee and display clearly visible thru the windshield the receipt.  They do not deny that I met both of those conditions but still assessed a fee of $37 and threated to double it if not paid by today.

I appealed first to PAS who replied that they don't have time to read and consider appeals.  Next I appealed to City Center Parking but they simply forwarded the letter without consideration back to PAS who repeated their position on appeals but offered me the opportunity to complain (not appeal) to City of Portland Revenue Service at a P. O. Box.  A five page detailed report on their failure to offer due process has neither been acknowledged or acted on.

I paid the $37 but feel that I have been robbed as certainly as if they had taken the money at gunpoint.
