PayPal Inc Paypal purports to protect your purchase from merchandise that is sent that is "significantly different as described." They do not! It is all a ripoff to lure you in. San Jose', California

I ordered from Heart of Heaven, a wreath that was described as 22"White Garden Victorian Wreath with all dried white florals from the garden or the 22"White as snow wedding wreath with hydrangea, german statice, rice flowers, strawflowers.  Both were the very same picture. No where did the ad read fake flowers.  The description was Dried Florals.  When the wreath arrived, only the small ugly filler flowers with dried and the larger featured flowers were cheap looking and fake.

 I paid $138.80 for a wreath with fake flowers which I could have bought locally for $30 or $40.  The wreaths that were not dried were described as silk (or fake) flowers and that was stated plainly in the description.  Heart of Heaven had a disclaimer that stated: Some flowers will not be exactly like the pictures show because of availability of  flowers, as some may vary in color or style as well. 

It would be understandable if some other kind of natural dried flower had been substituted but substituting ugly fake flowers is like ordering steak and being given Bologna.  Dried flowers are much more expensive than fake flowers and I would not have paid anywhere near $138.80 for fake flowers.  Also this disclaimer was not on the page from which I ordered. I asked to send it back and Heart of Heaven refused. I filed a claim with Paypal.  The seller escalated it to a dispute and Paypal closed the case.

 What kind of protection is that? Heart of Heaven, the seller cheated and deceived me by sending me cheap fake flowers and then Paypals protection policy was a bunch of Bull, which is fraud as well!  Paypals fine print of what is covered and what is not in a hidden document is incoherent and others have had the same bad experience that I have with no back up with Paypal.  I will never order anything else using Paypal or on the internet!
