Philadelphia Parking Authority PPA Philadelphia Parking Authority Kiosk Ripoff Philadelphia PA

I parked my car on 30th & Walnut, put my credit card in the Kiosk to purchase a receipt for parking, and it said "printing receipt", but nothing came out.  This is the 2nd time this has happened to me. I called the number on the machine, only to get hung up on by the automated system, so I had to go to another machine to purchase a receipt in order not to get a $30+ parking ticket.  When I got home, I called the 888 number they have listed on the website, and was told by the customer service rep that all I had to do to get a refund was take a bank statement to Filbert Street.  So let me get this right, I have to take time out of work, drive down center city, and pay more money for parking, all to get back the $4.00 I was cheated out of by their kiosk machine?  AGAIN, this is the 2nd time this has happened to me, and it's not about the money, it's the principle. I can't be the only person this is happening to. If the machine is out of receipts, it should display "out of order" and not just take your money and say thank you. What if that was the only money I had to pay for parking? What would I do then? And why do I have to spend more money to get back what shouldn't have been taken from me in the first place?  There should be some way for them to lookup your purchase and reimburse your money without people having to be inconvenienced and out more money than it's worth. I think it's done on purpose so they can try to get more out of you. After all of these years of people hating the PPA and this city, you'd think they would try to accommodate you, seeing how it was their fault anyway, but this city is all about making money, especially if it's at the expense of citizens and/or the visiting public.
