I had my car broken in to on October 24th, my handicapped place card was stolen along with all other items in the car. I went to DMV the next day to get my registration and handicapped place card replaced. At that time I was told it would take 2 weeks for the place card to arrive and that if I parked in a handicapped space I could put my handicap card in the windshield . The next week I received a ticket for $301 for parking illegally in a handicapped space. I paid the ticket and appealed the ticket. When I went to the appeal I had proof of the theft and a copy of the receipt for the broken window and all copies from DMV confirming that I am handicapped awaiting a new place card. All this evedence was ignored and I was told that the placecard had to be displays. I explained several times that it was stolen and that at the time I was entitled to park in the space. I further told the interviewer that the person who wrote the ticket advised me that the ppa used to accepted the card in the windshield but stopped the practice . I was advised to appeal and I did and was denied reenbursment because it was not displayed ,which it could not have been because it was stole. I believe that no consideration was given to me as a handicapped person, the space in question is for a handicapped person which I was and am and that circumstances were not taken into consideration.

This is an example of how broken our court systems are in the United States in genreal. The biggest problem is that the judges have too close of a relation ship with the county/city, Distirct Attorney, and law enforcement. Whn they have too close of a relationship it is very hard to get an impartial trial with a judge. That is not even including the judges who rule on polictal beliefs and not law.
In regards to your situation it sounds like the judge was more worried about proctecting the Philadelphia Parking Authority's revenue since the city makes a lot of money collecting fines and selling vehicals if they are not paid. It quite frankly was an injustice what happend to you since you were able to prove that you were handicaped and had a handicaped sticker but waiting to recieve it.
