I used the ATM at PNC Bank on 9.9.2014 at the 1413 P Street NW location in Washington DC.  I attempted to withdraw $435 from my savings account.  I do not have an account with PNC; I bank at a community bank in Indiana.  I had $443.90 in the account I was trying to withdraw from.  The ATM dispensed $40, and gave me a receipt indicating the new balance in my account was $5.90, as though the ATM had dispensed what I requested and charged me the $3.00 service charge.


Needless to say, I thought the balance of my request went into thin air.  I contacted my bank, and they determined that the ATM had withdrawn the $435, credited it back, and handed me $40 that I did not ask for and gave me a service charge for a service I did not ask for.  I tried to email PNC who told me to call an 800 number that no one apparently answers.  I tried to call the branch in question, which I was placed on hold for thirty minutes and gave up. 


Then, I went into the PNC Branch.  They told me since I'm not a customer, I'd have to deal with my bank, and that was merely the receptionist who told me that there were no branch managers in and only gave me the card to the Assistant Branch Manager after I had to ask three times.  Then, I emailed their Assistant Branch Manager, including a copy of my bank statement from 9.9.2014 that my community bank, who actually answer their phone provided. 

First, they obtained my the service charge by not delivering the service promised, which is fraud by deception.  Second, the moment PNC charged me for a service they offered is the moment I became a customer.  I want PNC to refund my $3.00.  It doesn't sound like much, but its general principle.   What else are these fraudsters doing to rackup money and avoid dealing with the consequences if they're doing this to me?  They're the ones who took the money and have the money.  Fork it back over.
