Qwest refusing to goto Arbitration will not respond turning fraudlent bill to collection agencys Seattle Washington

Qwest is commtting fraud by sending bills to collection agencys without telling the Collection agency of a Arbitration claim this is in violation of the FCRA the case was filed at the National Arbitration forum in Minnesota case # MX 0812002180597 Apostille # 200819639. Qwest is a Public agency and Mandatory arbitration is required they will not respond I talked to customer service directly and their lawyers and management refused to speak to me.
