Rose Wholesale Legitimate company or not? Did not deliver full order China Internet

On November 24 2014 I ordered two shirts from a company called Rose Wholesale which I saw advertised on Facebook. I received one of the shirts right away. I e-mailed the company saying I never got my second shirt. I was told it was shipped out December 19th and would arrive up to 45 days. I have e-maled the support several more times to be told to be patient and it is on the way. Since it comes from China there is no way to track it. I just got another response yesterday saing to give it to Feb. 19th. I told them I was sick of this and was going to report them. I said I want my shirt or my money back. Thankfully, I payed with pay pal. Can you please help. The shirt only cost $12.40 with $6.88 in shipping. That is not the point. They have not delivered the product promiced and keep giving excuses.
