Sony Playstation Sony Playstation won't refund my money on a pre-order where I was charge in full amount San Mateo California

I contact Sony Playstation asking for a refund on a pre-order, yes a pre-order that the game yet to be release any time soon. 

Sony Playstation won't honor my refund cause it states in their policy. The sad part I was charge in full amount for a pre-order, I was not charge for small amount for a pre-order it was the full $100 for a game. 

I want to cancel Destiny 2 and want my refund. 

I don't understant how Sony Playstation will rip-off customers and not honor thier request for a refund. It had not been where I played or download the game cause its a pre-order. 

Complainting to BBB.org and they still won't honor my refund. 

This is the first time I ever request for a refund. Sony Playstation need to change their policy.

Pre-Orders

You may cancel a pre-order of digital content at any time before the release date. If the release date has passed, you can still change your mind and request a refund up to 14 days after payment was taken for the pre-order, provided that you have not started downloading or streaming the content to your device.  See more information about cancelling a pre-order here.

I have not started to download or pre-download anything.

You can cancel up to 14 days after placing the pre-order if you have not started to download1 the main part of the pre-order (or the pre-load file).

If you have not started to download the main product and your pre-order included immediately accessible extra content, this extra content will stop working if you cancel your pre-order and you will receive a refund to your wallet. If no additional content was included you will receive a refund to the original payment method where possible2.

Now, I was told to scroll down the link and its for United Kingdom that this policy apply. Not for the US. 

Sony Playstation need to honor the refund cause more customers won't pre-order anything.
