TEP WIRELESS DEVICE NOT DELIVERED, NO REFUND

 Ordered the wifi device from TEP in Dec 2012 for a trip to Europe in June of 2013.  Was told the device would come in time for the trip.  One week before trip I contacted TEP to inquire when the device would come.  After several times being told over that week that device was on its way, it never arrived.  I cancelled the device and was told it would be cancelled.  I requested a refund in June.  After several months, emails, and phone calls, I have been told the refund is being processed.  As of September 23, I am told it is being processed and TEP doesn't know why it is taking so long.  "William" has elevated it and nothing has happened. They owe me $189.75USD.
