ThermScan diagnostics Does not deliver Oregon and Texas Internet

 I purchased the exam and camera package it cost me almost 6k. I paid $2525 and the rest was paid by the state of California out of my education fund. I had a 6k education fund the state of California paid $3370 I forfeit the remaining balance so I could get certified and get a partial payment on the camera. The camera and course have been paid for since April 30th 2015. I did get certified with a third party company. Mrs. Weems charged me $2495 when the actual cost was $2095. The exam was $1695 + $350 for the test. Which I passed. I have been waiting for my camera for over 2 months now. Mrs. Weems refused to show proof she ordered the camera. I have asked for an update many times she kept saying the camera was on its way. I never got it I asked for a refund of the remaining balance of $3850.00. She is refusing to refund the money. Mrs. Weems seems to think the the State gets the money back which they do not. It becomes a civil matter. Mrs Weems is Refusing to send s refund so I can purchase the camera myself. I have gotten several licenses for different cities so I can start working. Without the camera I cannot work. I have text nessages of all my communications with Mrs. Weems. I have filed a complaint with BBB. Now it looks like court. I gave Mrs. Weems til july 1 to refund my money. She told me she needed 10 days. I gave her 14 days. Today is July 7th and no refund. I have not heard from her since June 19th 2015.
