TOA The Owners' Advocate Promise to submit claim to Cancun Resort, Cancun,Mexico, in my behalf to nullify contract for misrepresentation by Cancun Resort Nashville, Tennessee

Bought membership at Cancun Palace Resort in Cancun, Mexico.Because of misrepresentation By Cancun Palace and after trying through phone and mail to get contract cancelled I contacted TOA. They promise to represent me in my quest with money back guaranty. Took my money $900+ and I am still waiting.Months after mailing signed forms to TOA as asked I called TOA for update. Promised(Ms. Sheika Hartley) they whey would resubmit papers to Cancun Palace and would keep me informed of any development. This call was made on Feb,8/10  and Ms. Sheika Hartley, Client Care Specialist followed this with an e-Mail(case resubmitted) dated 2/12/10. Nothing since. I have called1 866 644 7776 and line gets disconnected after a few seconds of a fax like sound. Tried 888 278 6088 ext 271 and this phone does not belong to TOA and Ms Hartley is inknown here.
