Tranquility Alley Merchandise or refund has never been received Naperville Illinois

I placed a order with Tranquility Alley March 2008. I have never reeceived my merchandise or refund. They have answered one email stating that they did not have the merchandise but would I select something else. I did select something and again I was told that they were trying to get the merchandise that they offered me. I can't get my refund or the merchandise and they will not answer my emails or phone calls. They are scammers and I would never recommend them to anyone. I did find the merchandise on another wrought iron decor website for half the price of what they are offering it for. What should my next step be. I am going to report this to the better business bureau (BBB) and my bank. I will take legal action!!!!!
